8.0.2 Update breaks wp_mail pluggable functions

Updated to 8.0.2 this week, and now any SMTP plugins that were previously handling mail delivery (ie, SendGrid, Post SMTP Mailer, WP Mail SMTP, etc.) no longer work.
Error comes up at top of page:
SendGrid: wp_mail has been declared by another process or plugin, so you won't be able to use SendGrid until the conflict is solved.Happens even if I disable every single plugin and revert to Twenty Seventeen theme, just running ActiveCampaign plugin.
Running on a Flywheel server with PHP 7.2 + WordPress 5.5.1.

@lukefiretoss they are manually loading the pluggable.php so no other plugin will work. At least if I understood @deliciousbrains support correctly.
