Link Development Shortcode

I’m creating a site in a sandbox and will probably hard code some links in there. Someone mentioned that there is a pugin/shortcode that allows me to just put something like [website].com/othertext/othertext. This shortcode will allow the links to work in the development process and also when I switch it to the live site. Does anyone know what this is called?
