If you want to work on a theme locally, you really need to install WordPress locally.

you can use the ftp facilities of dreamweaver to upload/download the theme files and templates, and then use dreamweaver as a (very comfortable, good) editor to edit the individual templates or files. (at least that is the way how I do it).
if you are neither familiar with dreamweaver nor WordPress, you could simply edit your theme in dashboard – appearance – editor.

both go together – i.e. installing wordpress locally and using dreamweaver is good.
this is just one possible way to have an installation where you can easily use dreamweaver (just as an editor – forget most of the other dreamweaver options) to edit and test themes.
hey first of all i want to say thank you esmi and alchymyth. i added xampp control panel had some issues, but i changed some things around with the Apache then the Apache started working. now i was woundering how to get it into dreamweaver since i have xampp icon on my desktop, any directions so that i dont go into the wrong direction trying.
can i use filezilla instead of xammp
