In that case, the site url is fine. – unless you want other people to access it from different computers. Under those circumstances. localhost won’t work as every single computer views itself as localhost.
As for your Plugins menu, what main menu items do you see in your Dashboard?
my address at top of screen is this

so no local host
the uncleben321 is name i assigned
i have most of the normal main menu items
home, store, posts, media,links, pages, comments, feedback, polls, ratings, appearance, users, tools, settings
but no plugins, i have plugins on my old page with dashboard
so suggestions please
