Apostrophes become question marks

    When I run my rss2 feed through a tool like Feed2JS, apostrophes in the titles become question marks. I assume this has to do with the encoding (I did change my site to use iso-8859-1).
    Is there a way to turn off these “smart” quotes for rss feeds in WP? I tried hitting the forums here but couldn’t resolve the issue.
