Setting options missing from Sidebar

So i have the latest WP loaded, 3.3 and I’m trying to add the new ‘follow’ tab for a client but there seems to be things missing from my settings options. I keep reading I need to go to reading and then email to enable it but that option doesn’t exist.

Am I missing something? I do have a theme installed but i don’t see how that interferes with the admin/dashboard area since its something added by WP and not a plugin i have to download.

Starting to really drive me crazy. Any help would rock. Thanks!
