popup after the ckick button

hi
how can help me about popup ,
I want to something like this : when user go to write comment in comment bar and after the type your comment , when they click to submit bottom for submit themselves comment , after the submit or when they click to submit button I need to open new popup window .
can you show me plugin or some code ????
