Navigation Tool Bar on the left

    Hi,
    Can anyone help me in adding the navigation tool bar on the left in the version of 3.2.1 as available in version 3.1.3.

    I was earlier using version 3.1.3 and uploaded automatically from
    the webpage.I do have cPanel also.

    I simply cannot find the method to do this.
