Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress.
The only plugins I’ve used are
Contact Form 7http://codex.wordpress.org
Page Excerpt
WP-Mail-SMTP
I have deactivated them all and tried again but same problem.
Can I just confirm that changing between themes won’t delete any content ? I have Excerpt and so on.

No it won’t. Your content is stored in your database.
Nope not the themes, I’ve look in my ftp and there now additional plugins folders only the active ones so then the installation maybe ?
If I download and replace the existing with the new download via ftp ? are there any areas I shouldn’t replace ?
My installation was automatically installed by ‘Fantastico’ via my hosting, I do have the exact same problem with another installation actually (but don’t need to change anything on that), but the older WP sites I have are all fine, atleast I think they are.
there now additional plugins folders
Can you elaborate on that?

The entire wp-content folder should be left alone. Replacing any of the other files & folder from a fresh download should be fine.

Sometimes, these 1-click installs don’t work well. If you can’t solve this any other way, one option would be to delete the current install and re-install manually.
