Scheduled posts do not publish and always say "missed schedule"

I have never seen this before but on one particular blog I’m running the scheduled posts do not publish automatically when they should. Wen the time passes they continue to show up in the scheduled posts area of the editor with an orange notice that says “Missed Schedule”.

Why is this happening? I have two other identically configured blogs that have no problems. Can anyone tell me how to fix it?
