Multiple networks

This seems like it should have a very simple answer but I haven’t been able to figure it out. I have read about creating multiple networks within Multisite. That said, I can’t figure out a way to have more than one network. I can only figure out how to create one super-admin, and then multiple admins under that…

I want to have two separate blog/site networks under one install.
