Looking for a plugin to manage two "lists of things"

I’m designing a website that will be composed mainly of a two “lists of things” (i.e. businesses that enforce smoking ban vs. those who don’t).

The lists will be the site’s main feature, and users will be able to suggest items to add to each list (though I don’t mind updating them manually at this point)

Any idea what plugin could do the job?
