FTP will not load

I have just discovered that when trying to migrate a new instance of wordpress on Hostgator, my FTP would not load the files in the database. When speaking with Hostgator support, it was mentioned that other clients were having the same problem as well. To get around the problem, I used Fantastico.

The problem is not isolated. I tried loading images to another website using FTP it did not work.
