System is emailing its own password, not user's chosen password

I’m using the User Set Password function with strength meter, but when the system emails the user, it’s sending its own password.

The password chosen by the user did work for logging in.

I tried by-passing this issue by creating my own custom email message to the user. I experimented by leaving in all the default placeholders, including %user_password% and the resulting email included the password chosen by the user.

Then I removed the Custom Message and the email to the user once again used the system-generated password instead of the user-generated one.
