Plugins are not visable, can't update WP version?

    I am having HUGE problems with my dashboard. I have a multisite, but only have one site on it at the moment.

    There is the usual yellow banner telling me to update to version 3.1.3 of wordpress but every time I try to it goes to a blank page.

    My plugins are also not visual, although they seems to be functioning because it hasn’t effected my site?

    Something is very wrong and I have no idea where to begin, never had a problem like this before??
