static home page

is it possible to both have a static homepage (for the sake of having some sort of description of the site at the top) and have the posts displayed on that static homepage? for example, i have http://uvrage.com/ as my static homepage, but i want it to also contain all of the posts on http://uvrage.com/?page_id=196 (which is the full feed)
