Add Custom Taxonomy To Author?

Is there a way to apply a custom taxonomy to author profiles? I tried adding ‘author’ as an object_type in register_taxonomy but that didn’t seem to do anything. I’d like to be able to for example taxonomize authors by department so I can list author profiles specific to each department without having to type in all the IDs manually.
