Replacing the stylesheet with a plugin

Is it possible with some code in a plugin to replace the wp admin bar css file with a custom one? I would also want to replace the wp-admin css file with a custom one to redesign a little bit. Don’t wanna replace it in there folders since they get changed back in a upgrade.
