Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Ten theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress.
I am having a similar problem, but my website hasn’t come back yet. Since I cannot get in to the dashboard because the admin screen is blank, I can’t verify that I deactivated all my plugins before I started (although I do believe I did so). I can’t change my theme to Twenty Ten for the theme.
The first time I did the manual upgrade, I could access the site, but not the admin page. I deleted the files I uploaded for the upgrade and re-uploaded using a fresh download of WP 3.1.2 and that was when I lost my my site.
Please help!

which allowed me to deactivate my plugins via the ftp,
then i re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress
And now it is working!! Hopefully this works for you too LWVOR

I don’t know why my admin page is still blank after trying re-installing and turning off plug-ins, but I have been using wp-login to get past the wp-admin problem
