Blog won't load on any browser…???

Hello, I am currently experiencing tremendous difficulty with my WordPress blog. It’s not hotsed on WordPress, it’s a dedicated site using the WordPress platform.

whenever I try to load the Dashboard I get this error message on Chrome:

This webpage is not available
The webpage at http://kawaiikakkoiisugoi.com/wp-admin/ might be temporarily down or it may have moved permanently to a new web address.

this has been an issue off and on for a few weeks, and it occasionally seems to fix itself.

any help would be appreciated. Thank you.
