How to make my page like this (read here)

I want to set my page up so that I have a navigation bar on the top of my page. That navigation bar will have 6 clickable “sections” of my site dividing my site’s theme into 6 categories. When the user clicks on a section to go to there would then be a list on the right column of the page with a list of articles FOR THAT SECTION ONLY. The user would then be able to click on an article TO VIEW ONE ARTICLE within that section. Make sense?

How I do I set my page up like this?

I’m using the twenty ten theme (but can change themes if there is an easier theme to use for my purpose).
