INSTALL: Service busy, please reload in 30 seconds

I have setup the mysql, and the config file, and uploaded everything.
Everytime I go to http://hatcherbones.com/blog/wp-admin/install.php, I get
“Service busy, please reload in 30 seconds”
any suggestions?
