From Localhost (using xampp) to live troubles

I have a website that is ready to go live. I have been editing it on a localhost through xampp, and followed this tutorial to put it online:

The only thing that doesn’t feel right is when I did this step:
“We have to change another line as well. Find line C:\\Program Files\\xampp\\htdocs\\yoursite/wp-content/uploads and strip it down to /wp-content/uploads and finally save your SQL file.”

I did it and nothing was replaced.

The only other thing I can think of is I have a wrong user name or database name in wp_config or something.

The thing is though, I get nothing online. the domain i’m trying to upload to is http://www.riseupghana.org. You can see that nothing has happened.

Any idea? or need anymore info?
