Cannot see menu (or other) options under Appearances

I am working on an existing installation that had previously used a rather old version of Ryan’s Suckerfish menus and a variety of other add-ins as well as a modified theme based on the pre-3.0 default. I am trying to get menus to work using the built-in menu facility with 3.01. No menus show using the modified theme, but if I activate a theme that supports menus (including the 3.0 default theme) I can see menus.

In the Dashboard, however, under Appearance, the Menu stuff (and various other things) are not displayed, even if I de-activate all plugins and regardless of which Theme I activate.

The data base for this installation has all sorts of leftover detritus and my guess is tht there is something in the wp_options table that is screwing things up. I think I’ll be able to figure it out eventually, but if anyone can steer me to information about how the menu stuff works internally in 3.0 (I’ve been searching for information but not yet found what I need) I’d much appreciate the help.
