No submit-for-review control for level1 users

The administration panel documentation suggests that you can set newly registered users to ‘submit posts for review’.
However, I can’t find this functionality in my default installation at all. Installed today at http://cefn.com/curiosity/.
Creating a level 1 user for testing (the default user level when ‘submit posts for review’ is selected) leaves my fake user without a publish or review button at all in their site admin interface.
Similarly, logging in as admin after a level1 user has saved a post as draft or as private (the only controls offered), gives the admin no visibility of the post or any controls to publish it.
The posts I can find on this don’t lead me any closer to a solution, but I can’t believe that this is just a vapourware function – it’s so specifically supported in the user level programming approach.
If I can make it work, I certainly prefer this ‘submit for review’ option to the alternatives – either allowing all people to post without review, or stopping all people posting anything until I’ve specifically logged in and upped their privs.
What am I missing here? How can level1 users flag their posts as ready for review and publishing, and how can administrators find out that there are new drafts for review.
