    I’ve seen a few obscure references tot he paid css upgrade for Twenty 10.

    What is it?

    Where is it?

    And do I need it?

    That is a wordpress.com-only feature. If you have a self-hosted WordPress blog, you can edit the theme (including the CSS) as much as you want without having to spend a dime at Appearance/Editor in your admin panel.
