Everything in moderation, including moderation

Short story long:

I had an MU but recently upgraded to 3.0 and found that my Moderate New Blogs WPMUDev plugin would only 404 when I clicked the link for new blogs Awaiting Moderation.

I put up a post on this forum about it before I figured out what it was and simply deleted the plugin thinking that would get rid of the problem even though I was sad to see the plugin go because I get way too many spam blogs and need that as my first line of defense against spammers.

A new blog was created before I deleted the plugin, one which is not spam and which I want to activate, and even though I notice that it looks activated when I’m logged in, when I’m not logged in it says “This blog has not been activated yet.”

I went to Sites in my superadmin dashboard and “deactivated” the blog and then “activated” the blog and this hasn’t eradicated the problem.

So my questions are…

a) should I just delete this blog and have the user create a new one now that the WPMUDev plugin has been deleted and they’ll have a chance to create a new one without that interfering?

and b) is the plugin still available as on the WPMUDev site there is a moderation plugin but its for comments and posts, not new blogs?
