You can or you cannot access wp-admin –OR– wp-login.php ?
I am pretty sure I can access both those files .. if they are in cpanel
My WordPress site’s Dashboard – settings – permalinks page is unavailable to me due to 404 error.

I can access the site as a regular user … everything seems to be working okay.
I can also access as wp-admin
The problem arises when I go to edit an existing page. It is then when I get the 404. Likewise when I access some places on the dashboard .. such as permalinks.
I am therefore wondering if I go through my hosting’s cpanel there is maybe a php file I can edit to the permalink reset suggestion?
I am also wondering if perhaps I should reinstall wordpress … but am worried I will lose the work done on my site.

You don’t need to reinstall WordPress–but it’s a good idea to backup your WordPress files and database before you start poking around with Permalinks.
Since you can successfully log into the Admin, you may just need to refresh your Permalinks once or twice…
Settings => Permalinks => (choose your structure) => Save Changes.

Also you should check your .htacess file to ensure the proper rewrite rules are in place like this:

I think your suggestion would probably work …. unfortunately, although I can log into wp-admin, when I go to the page you are talking about to adjust settings, I get the same 404 message 🙁

Yes, I was hoping that a solution like this through my cpanel/file manager system would do the trick. Unfortunately no. I cut and pasted the required code into my .htaccess file (although it was actually the same) but to no avail.
The thing is that I am sure that this problem is a direct result of migrating my site from shared hosting to a Virtual Private Server. I paid GoDaddy to do it for me … I tried to get GoDaddy to fix, but they said that they were successful in migrating …. even if it does not work anymore,
I think at this stage I have two options … (i) abandon the VPS and go back to shared hosting (ii) find a consultant who can go in and fix things for me. Any recommendations? …. right now I am looking on odesk.com

Permalink settings aren’t in a php file, they would be stored in the database. From cpanel, open phpMyadmin and look for the wp-options table. On about row 30 you’ll find an entry for permalink structure. Make sure its populated with something like /%postname%/. Only change it if you know what you’re doing.
While there also make sure the site url and home page url reflect the path to your VPS.

It’s paginated so look at the bottom to get to the rest of the pages.

I found the location you suggested and changed to the config you suggested. Unfortunately no luck … so changed back to what I had and still no luck.
Thanks for trying to help me … at least this is getting me into things and am learning somethings.
The odd thing is that the site worked fine in shared hosting … but not in VPS … will probably just switch it back to shared hosting.
If you’re paying GD for a VPS and you feel you need it, I’d pursue it with them since it’s most likely their rather than a WP problem.
