Unfortunately, one of my friend’s website has been affected by japanese seo hacking and thousands of spam links have been injected.
Till such time we get rid of those hacked contents, we want to redirect those 404 pages to the home page.

I think that is the perfect example of not redirecting. A redirect is the same as saying ‘this URL used to exist and now lives on my home page’ as opposed to saying ‘this URL does not exist and should not exist’.
A 404 is the correct response for those pages.
You could also think about using a 410 instead.
