thanks for reporting this issue.
I tested it on my local installation and couldn’t reproduce a case where an ad was displayed on a 404 page.
Am I assuming correctly that this is an “After Content” placement?
If so, could you please set the ad into “Debug Mode” and send me the output that gives you?

There are 2 ad blocks on the page. One without any ads, see the blue lines on the image below:

– One ad is showed after 2 <p></p> tags
– One ad is showed with the setting “after content”

Problem solved after some tips of Thomas via email.
In the Phlox theme, you can set an own page that must be showed when a page is not found.
You can find this option in Customizer under the Extra option.
