403 Forbidden API calls

    @lumpysimon, I hope I can jump in since it is the same problem, just with updated information.

    The call is returning a 200 status code now.

    I checked the code and they are sending the plugin and theme list to their server even though I never opted in for their tracking.

    @jdembowski, sorry, forgot to add a line about this. Is this something the plugin teams needs to be made aware of since it seems to touch the plugin repo guidelines?
