403 Error – Facebook Comment Count

Hello,

I have a client that I recently set up Facebook comments for using the Facebook Comments plugin. Once set up, she wanted a combined FB + WP comment count, so I used the codes found in this guide: http://code.tutsplus.com/articles/the-ultimate-guide-to-implementing-facebook-comments-on-your-blog–wp-23855

All was working perfectly until yesterday. For some reason, an error is displaying (screencap here: http://i1070.photobucket.com/albums/u482/Marshmelly/error_zpsd7a7d9e1.jpg). The line the error is referring to is this one:

$filecontent = file_get_contents(‘https://graph.facebook.com/?ids=’ . $url);

I should mention that the Facebook comments themselves are working perfectly fine…its just this comment count code that seems to be acting up. Any ideas?
