4.3 changelog

On the download page, it says Jetpack 4.3 is available to download. But under the changelog tab, the latest update is 4.2.2.

When downloading 4.3, there is a file containing the changelog, but again, the latest update is 4.2.2.

Is 4.3 actually ready for download? If so, where can I view the changelog?
