    When I check the files, the response does have the required Expires and Cache-Control: max-age=... headers:

    Though the Cache-Control value seems to be different than W3 Total Cache should be setting. You can check your settings at Performance => Browser Cache, scroll down a bit to CSS & JS and see what is selected at Cache Control Policy. I recommend using cache with max-age and validation. Make sure Browser Cache is enabled and that Set expires header and Set cache control header are both on in the CSS & JS block.
