Options -> General Blog Settings menu link

    Where are “General Blog Setting” in the CVS version?
    I have just upgrade my nightly version to CVS version and do not have more access to General Blog Settings.
    The problem is that there are not link to wp-admin/options.php?option_group_id=2 in the Option Menu in the CVS.
