I believe the video support relies on http://mediaelementjs.com/. As far as I know, IE8 relies on flash fallback.
Yeah, I have an installation of MediaElementJs manually added via HTML pages and it works in IE8 w/ Flash Fallback:

However when I use WordPress and the shortcode (Or manual URL add), it doesn’t work in IE8 (Does Work in all other browsers IE7, IE9+, Chrome, FireFox, Safari).

I was able to view the video while emulating IE8 using IE10 Developer Tools.

I installed IE8 natively on a Windows XP Machine (Not Working). The player plays audio but no video. Here is a screen-shot: http://i.imgur.com/eRRAdp1.png
Emulating IE8 using IE9 Developer Tools only plays audio but no video . Here is a screenshot: http://i.imgur.com/Tyda5x2.png
Emulating IE8 using IETester only plays audio but no video as well.
Emulating IE8 using IE10 developer tools plays the video perfectly.
I am also having this issue. Has anyone found a fix?
IE8 / WordPress 3.8.1 = No video and cannot make Full Screen
