I’m not quite following you, on the site where you have an issue what are you trying to do, what version of WP and this plugin are you using and what is/isn’t happening?

Hi, thank you for reply me back.
I’m using wp 3.4.2 with ue cookie law plugin (latest version).
Plugin has been installed and enabled, here the site url

as you can see the overlay bar with cookie information does not appear.

A few issues:
1) Please upgrade to the latest version of WordPress immediately! Version 3.4 is now 3 years old and is insecure. You are at very high risk of having your site hacked.
2) I don’t support old versions of WordPress (too many variables could be affecting themes, plugins, the WP core, etc)
However….
3) Your theme is not using wp_footer() and (I think) has hard coded several scripts in the footer which is incorrect
4) Your Google Analytics tracking code is in the wrong place
5) Your theme isn’t responsive so Google may well be penalising you for that (you can check using their online ‘mobile friendly’ tool)
I daresay there are many other issues! My advice would be to upgrade WP and your theme.

thank you so much, i can not update wp. I just pasted the js code (cli_show_cookiebar) in the header and it works fine.

How come you can’t update WP? It’s your site of course, you can do what you wish, but not updating WP and hacking plugin and theme files in that way is a recipe for disaster. I really recommend you reconsider your approach. Just my 2 cents worth… whatever you choose to do, good luck! 🙂
