After 2.9 Upgrade, scheduled posts “miss schedule” – not posted

I almost always schedule posts a few days in advance. After upgrading to 2.9 this function stopped working. When I create the post I can still set a schedule date and time in the future, but the post does not get published at the scheduled time. It still appears in the “edit” list but the indication is “Missed schedule.”

In order to publish the post after this happens I must manually switch status to “draft,” go to the page listing drafts, and re-publish it.
