How do i add picture to moderator profile?

    In WP-admin

    users -> Authors and Users -> Select the account you want -> Upload photo -> Update User

    I am using version 2.8.4

    users -> Authors and Users -> Select the account you want: this part is there but Upload photo -> Update User: this part is missing

    I mean, i can select a user but i do not see upload photo nowhere
