 * Person A : The phenomenon of missing tags after publication is real.there was
   a mass disappearance of previously published material. Thereafter, it has occurred
   intermittently.
 * Our findings : WordPress default setting, Editor role capabilities cant manage
   post tags. Thats why user with Editor role, cant view the tags from Post Dashboard.
 * Solution : have change the setting, any user with Editor role, should see the
   tags list.
 * Person A again : Hmmm, I think I’ve been seeing the missing tags too under admin.
 * QUESTION: is this somehow due to the 3.1.1 version?
 * can anyone explain this phenomenon?
