Still confused using plugin groups

What is the correct procedure for using groups of plugins on pages? I’m still having some oddness with certain plugins not being loaded — or plugins being loaded that I don’t want loaded.

What is the priority for what plugins get loaded on a page? What I’ve been doing is turning all plugins off in the “Plugins” section and then turning on my group in the “Plugin Groups” section.

Now, if I want to activate an additional plugin, can I turn it on in the “Plugins” section?

Can I turn on a plugin in the “Plugin” section that will override an off in the plugin group?

I’ve done testing, but behavior seems inconsistent. What is the expected behavior?
