3 Part Footer not adding class "one-third" using child theme

I am using a child theme.
When I change the footer to be 3 parts, it is showing each part full width. Upon looking at the HTML, I notice the class “one-third” is missing (“one-third last” on the third element is missing). Any ideas?
Works fine on another install.
