RSS feeds are separate of standard WordPress archive handling. They don’t work in the method you’re describing unless you create a URL rewrite for /my-post-type/feed/ to /feed/?post-type=my-post-type

Check your Pods Settings for notice-sheet under Edit Pods, Advanced Options and make sure the Publicly Queryable is checked (this determines visibility for RSS feeds). Also, since your link is password protected, I cant’ check, but did you try:
?post_type=notice_sheet
because by default when you create a Post Type with Pods, we use Underscores in the name, not hyphens.
notice-sheet would be the archive or slug, but when you use the url parameter with ?post_type, it uses the actual ‘post name’ in the database.
