    I updated one of my websites (as with some the others so far) by updating first the plugins, then the themes and then WP. The WP update failed, (“WP could not find wp-includes/Requests/ etc. Installation failed”) apparently because the new directory Requests in wp-includes could not be written.

    I opened the wp-includes permissions to 0777 with no change. I installed a new “Requests” sub-directory (and more downstream sub-directories) manually, and WP could not use that either.

    I tried removing various plugins, and finally deactivated and removed Wordfence (but not the WF files, etc.). Then I was able to install WP 4.6 and afterwards WF 6.1.14 with (apparently) no problems.

    I have no explanation why, but this sounds something like the recent local host problem. I am on HostGator with their standard server configuration.
