Can't Dismiss Welcome to WordPress! We’ve assembled some links to get you start

I noticed when this plugin is activated the “Dismiss” the welcome message on the dashboard won’t go away.

Hiding it in screen options doesn’t work either. Disabling the plugin, then dismissing works, but comes back when the plugin is enabled.

Anybody find a fix?
