Deleted maintenance notice plugin migrated to new host

    I deleted a plugin at the dev server. It went away.

    When i installed the site at the new host, the maintenance notice plugin out of the blue is displaying and keeping everyone out of the site.

    Am puzzled because the plugin was no longer installed.

    Help!
