Allowing usergroups to upload images

Hi,

I have some people as users on my site with the “Author” rank. They seem to be unable to assign a “featured image”, and are actually unable to add images entirely.

How do I enable them too? Preferably in a way where I can restrict the size of the images to ensure pages don’t get too heavy?
