wait time increases when plugin is activated

my website is slow; activating & deactivating every plugin seperately; i discovered that WP Knowledgebase adds +1 sec. to the “wait” time on first page load. Every other plugin adds about 0.1sec.

is this a known issue?

It’s likely this code that’s running on every page load.
