WP admin styles not loading

Hi

One of my clients I am working for is located in Bucharest, Romania. For the past few days, he has not been able to view the admin panel correctly (screenshots attached).

He was having no problems earlier, but now his friends can access it correctly but not him. He has tried using different IP’s and two different notebooks to do so, but no good.

Please suggest what could be the problem.
