    Maybe a plugin would do the job for you.

    Or if you mean you would like your theme to be translatable, then you can just follow these steps:

    Theme Handbook > Internationalization

    Or make use of a (store-based) theme that is already translation-ready.

    Well it is not my site but a company I would perhaps work for.

    They are expanding so I guess multilingual is what I/they want.

    However, there will probably be addons.

    I am not sure though when you use themes and when to use plugins etc.

    If you want to make a site multilingual, this usually is done by using plugins like for example WPML. That kind of functionality isn’t included in themes – because this is considered plugin territory. But when coding themes or looking for WordPress themes to use, you should ensure that the particular theme is compatible with the multilingual plugin which you want to use.
